INVOCAVIT.COM, MEDAN – Pengurus Pemuda Katolik Sumatera Utara (Sumut) meminta agar pembangunan sport center di Desa Sena, Kec Batang Kuis, Kab Deli Serdang dihentikan sebelum masalah pembebasan tanah benar-benar clear dan tidak ada yanag merasa dirugikan.
“Jangan dengan alasan untuk mengejar persiapan Sumatera Utara sebagai tuan rumah PON 2024 sehingga mengabaikan aturan aturan yang sudah ada tentang mekanisme pembebasan tanah. Kami melihat dalam proses eksekusi lahan sport center ini masih banyak menyisakan masalah, salah satunya adalah alas dasar hukum kepemilikan lahan yang dijadikan PTPN II untuk melego lahan seluas 300 Ha tersebut kepada Pemprovsu, Cq Dinas Pemuda dan Olahraga Sumut,” ujar Ketua Pemuda Katolik Komisariat Daerah Sumut, Parulian Silalahi, SE , Sabtu (28/7/2023).
Dikatakan, alas dasar hukum SK BPN no 10/HGU/BPN/2004 tanggal 6 Februari 2004 tidak dapat dijadikan sebagai alas dasar hukum memiliki dan menjual lahan tersebut, karena SK tersebut tidak didaftarakan ke Kantor Wilayah BPN Sumut Atau Deli Serdang dalam waktu yang dibatasi.
“Karena santer berita memang SK ini yang dijadikan tameng oleh PTPN II untuk melegalkan perbuatan mereka melego lahan Sport Center dimana ada sekitar 14 pejabat negara dari mulai Gubsu sampai kepala desa Sena mengadakan rapat tertutup penanganan masalah pengadaan tanah untuk pembangunan Sport Center. Kami punya data notulensi rapatnya koq”,tambah Parulian Silalahi.
Senada dengan Parulian Silalahi, Ketua Dewan Pengurus Cabang Gerakan Angkatan Muda Kristen Indonesia (DPC GAMKI) Deli Serdang, Jonni Naibaho juga menyoroti persoalan ini.
Jonni Naibaho dalam siaran pers nya menyampaikan pihaknta telah meninjau kelapangan dengan unsur pengurus dan GAMKI Kecamatan Batangkuis bersama dengan kelompok tani dampingan GAMKI.
Fakta fakta dilapangan kata Jonni menyatakan bahwa lahan yang dikuasai Pempropsu untuk pembangunan Sport Center berada diatas lahan masyarakat yang sudah inkrah keputusan pengadilan sampai tingkat PK, dimana persoalan kepilikan tanah ini dimenangkan oleh kelompok tani.
“Kami memiliki salinan putusan Kasasi no 99/Pdt.G/2017/PN.Lbp jo No 265/Pdt/2018/PT.Mdn jo No 2400K/Pdt/2019”, kata Jonni.
“Pemerintah tidak boleh mengedepankan sikap arogansi dalam menyelesaikan persoalan pembebasan tanah ini, ada kepentingan apa pemerintah?. Justru kami menjadi curiga jangan-jangan dana pembebasan lahan senilai Rp 152 Milyar yang fantastis ini sumbernya tidak jelas, kami mohon agar perkara ini ditindaklanjuti pihak pihak yang berwenang. Jika tidak kami siap lakukan gugatan Class Action terhadap PTPN II dan Gubernur Sumatera Utara” tambah Jonni Naibaho.
Jonni menyebut, maraknya pemberitaan terkait pembebasan lahan Sport Center ini tidak lantas membuat pemerintah bergeming, justru proses pembangunan venue utama di Desa Sena sudah dilaksakan grounbreakingnya oleh Dinas Pemuda Dan Olahraga beberapa bulan yang lalu.
Kekhawatiran terkendalanya pelaksanaan PON 2024 di Sumut juga sudah muncul, mengingat pelaksanaan sudah dekat, namun progres pembangunan masih sedikit. Ada baiknya Pemprosu melakukan konsultasi ke kementerian terkait. Dan menyampaikan pelbagai persoalan dilapangan.
