Hal itu dikatakan Rizal Mavi saat berkunjung ke kantor KIP Jl Alfalah Medan. Gubernur Lira Sumut itu didampingi Erwandi Ketua Satgas Anti Korupsi yang diterima Ketua KIP Sumut Dr Abdul Harris Nasution, SH., MK.n.
Laporan informasi yang diterima Gubernur Lira Sumut dari Ketua KIP Sumut kalau permohonan mendapatkan informasi sering tidak ditanggapi pihak instansi atau badan pelayanan publik.
Dari informasi Ketua KIP Sumut itu, Rizal Mavi menyimpulkan mandulnya peran KIP di Sumut karena minimnya anggaran.
Anggaran yang diterima KIP Sumut saat ini diketahui hanya berkisar Rp 1, 9 miliar per tahun. Dengan dukungan dana cekak itulah KIP Sumut selama ini beroperasi sekaligus menyosialisasikan soal informasi publik di 33 wilayah kabupaten-kota propinsi ini kurang berjalan efektif.
KIP Sumut diketahui sudah menunjukkan kinerja elok. Misal, dalam Indeks Keterbukaan Informasi Publik (IKIP) Pemprovsu meraih nilai peringkat 5 secara Nasional, setelah sebelumnya berada pada peringkat 9 dari bawah.
Lalu, peringkat e-Monev Tahun 2024 meraih level nilai ‘Informatif’, dan sebelumnya mendapat nilai ‘Cukup Informatif’.
Selain itu, penyelesaian sengketa informasi pun sudah menurun menjadi 90 sengketa pada tahun 2024/2025 dari 250 permohonan sengketa sejak 2022.
Temuan minimnya dana pendukung membuat Rizal Mavi dan Erwandi berharap Pemprovsu menambah nilai anggaran operasional KIP Sumut. Motif penambahan anggaran tentu agar KIP bekerja maksimal dan rakyat propinsi ini tidak dibodoh- bodohi oleh ulah nakal oknum pengambil kebijakan.
Tak hanya berefek pada peran yang tumpul, minimnya anggaran bahkan berdampak terhadap kondisi bangunan kantor KIP Sumut di Jalan Al Falah, Medan.
“Lihat kemirisan ini. Asbes di ruangan sidang sudah rusak parah. Ruangan ini sudah tak lagi layak digunakan untuk tempat persidangan sengketa soal informasi publik,” kata Rizal Mavi.
Kerusakan juga ditemukan pada sejumlah ruangan lain di kantor KIP Sumut. Agar lembaga penting ini memiliki marwah di mata masyarakat, Rizal Mavi meminta Gubernur Bobby Nasution segera memperbaiki kantor KIP Sumut.
Guna melihat tragedi terhadap lembaga pengawal keterbukaan informasi publik ini, Rizal Mavi bahkan meminta Gubernur Bobby Nasution segera mengunjungi kantor KIP Sumut.
