P.SIANTAR, INVOCAVIT.COM: Komunitas Barisan Rakyat Hancurkan Tindakan Ilegal (BARA HATI) menyoroti maraknya aksi kekerasan dan perampasan kendaraan oleh oknum debt collector berkedok penagih utang yang semakin meresahkan masyarakat di wilayah hukum Polres Pematangsiantar. Dalam pernyataannya, Ketua Umum BARA HATI Zulfikar Efendi menilai bahwa aparat penegak hukum di daerah tersebut gagal menciptakan rasa aman dan bahkan terkesan melakukan pembiaran terhadap kejahatan yang terjadi di depan mata publik.
Ketua Umum Zulfikar Efendi menegaskan bahwa praktik-praktik kekerasan dengan dalih penarikan kendaraan kredit telah menjelma menjadi bentuk pembegalan terselubung, di mana pelaku dengan leluasa beraksi tanpa takut aparat. “Ini bukan lagi soal kredit macet, ini tindakan kriminal. Tapi anehnya, aparat justru diam. Kami menilai ada pembiaran yang sangat berbahaya bagi keamanan masyarakat,” ujarnya dengan nada tegas.
Lebih lanjut, BARA HATI secara terbuka meminta Kapolda Sumatera Utara Irjen Pol Wisnu Hermawan untuk mengevaluasi kinerja Kapolres Pematangsiantar AKBP Sah Udur T.M. Sitinjak dan Kasat Reskrim Polres Pematangsiantar AKP Sandi Riz Akbar, S.Tr.K., S.I.K., M.H., yang dinilai tidak mampu menertibkan dan menindak kelompok debt collector yang beroperasi secara brutal di lapangan. Mereka menilai situasi ini telah mencoreng citra kepolisian dan menggerus kepercayaan publik terhadap aparat penegak hukum.
Menurut data dan laporan yang diterima BARA HATI, banyak masyarakat di Pematangsiantar dan sekitarnya menjadi korban kekerasan oleh oknum dari PT Mitra Panca Nusantara, perusahaan yang diduga menjadi payung bagi aktivitas penagihan dengan cara-cara melanggar hukum. “Ada banyak laporan dari masyarakat yang sering di begal ditengah jalan oleh 4 hingga 12 orang yang mengaku debt collector. Mereka diintimidasi, mendapatkan perlakuan yang tidak menyenangkan bahkan ada yang kehilangan kendaraan tanpa prosedur hukum. Ini tidak bisa lagi ditoleransi,” ungkap Zulfikar Efendi.
Sebagai bentuk sikap tegas, BARA HATI berencana menggelar aksi besar-besaran di depan Polres Pematangsiantar dan kantor PT Mitra Panca Nusantara. Aksi tersebut akan melibatkan sekitar 500 massa gabungan dari berbagai organisasi masyarakat, buruh, dan mahasiswa. Mereka menuntut agar pihak kepolisian segera menangkap pemilik perusahaan, Mualim Sinaga, beserta para anteknya yang diduga menjadi otak dari praktik penarikan paksa kendaraan bermotor secara ilegal tersebut.
Rencana aksi ini, menurut Zulfikar Efendi, bukan sekadar bentuk protes, tetapi juga seruan moral agar aparat kembali menjalankan fungsinya sesuai amanat undang-undang. Zulfikar juga mengajak para driver ojek online untuk bersatu menghadapi para debt collector ini. “Kalau polisi diam, masyarakat akan kehilangan kepercayaan. Kami akan turun ke jalan untuk menunjukkan bahwa hukum harus ditegakkan, tidak boleh ada yang kebal hukum, apalagi pelaku kejahatan yang menakuti rakyat, bahkan jika ada bekingnya dari oknum aparat itu harus dipecat dan dipenjarakan,” tegasnya.
Situasi di Pematangsiantar kini disebut berada dalam kondisi rawan. Masyarakat mengaku takut bepergian karena khawatir menjadi korban begal bermodus debt collector yang berkeliaran di berbagai titik kota seperti di kawasan simpang 2, kawasan megaland, kawasan simpang sambu, kawasan dekat hotel grand zuhri, simpang karang sari, sigagak dan masih banyak lagi titik rawan. Kondisi ini, kata BARA HATI, harus segera ditangani sebelum menimbulkan konflik horizontal dan aksi balasan dari warga yang sudah muak dengan perilaku para penagih ilegal tersebut. Dan bukan tidak mungkin suatu hari perusahaan-perusahaan eksternal dan leasing yang semena-mena ini kelak akan di “nepal” kan oleh masyarakat.
Sementara itu, Kasat Reskrim Polres Pematangsiantar AKP Sandi Riz Akbar, S.Tr.K., S.I.K., M.H., saat dikonfirmasi melalui pesan WhatsApp pada Minggu (9/11/2025), memberikan tanggapan singkat. Ia menyampaikan, “Terima kasih atas informasinya dan akan kami tindak lanjuti. Silahkan laporkan kepada kepolisian layanan 110 on call 24 jam apabila ada pelanggaran oleh debt collector ilegal tanpa dilengkapi surat atau dokumen resmi.”
Meski demikian, BARA HATI tetap menegaskan bahwa mereka akan terus mengawal kasus ini hingga ada tindakan nyata di lapangan.
