INVOCAVIT.COM, MEDAN – Lagi, penyidik Unit Tindak Pidana Khusus (Tipidsu) Sat Reskrim Polrestabes Medan kembali memanggil dua pejabat teras PDAM Tirtanadi, besutan Dirut Kabir Bedi.
Informasi didapat, kali ini yang dipanggil dua orang yakni Pimpinan Proyek (Pimpro) Qamaruddin Lubis ST MT, dan Kepala Divisi Umum Perumda Tirtanadi, Nurlin.
Qamaruddin Lubis dipanggil kemarin, sedangkan Nurlin dipanggil Senin (28/8/23).
Kasat Reskrim Polrestabes Medan, Kompol Teuku Fathir Mustafa melalui Kanit Tipidsu, Iptu Widiyatma RP Lumban Raja ketika dikomfirmasi Senin (28/8/23) mengakui, ada beberapa orang dari Perumda Tirtanadi dipanggil.
“Ada dua yang kita panggil untuk dimintai keterangan, karena masih ada yang belum lengkap makanya akan kita jadwalkan pemanggilan ulang,” terang mantan Kanit Reskrim Polsek Medan Kota tanpa merinci lebih lanjut.
Untuk diketahui sebelumnya tujuh pejabat di Perumda Tirtanadi dilaporkan ke Polrestabes Medan karena diduga melakukan kecurangan dengan membatalkan pemenang tender proyek Instalasi Pengolahan Air (IPA) Mini Pancur Batu 40 ltr/dtk.
Para pejabat Perumda yang dilaporkan sesuai dengan bukti laporan LP/B/2542/VII/2023/SPKT/Polrestabes Medan/Polda Sumut tertanggal 31 Juli 2023 dengan pelapor atas nama Fachri Hasan Lubis.
Ketujuh pejabat Perumda Tirtanadi yang diduga dilaporkan masing-masing Direktur Perumda Tirtanadi Ir Kabir Bedi ST MBA, Pimpinan Proyek (Pimpro) QL ST MT, dan Kepala ULP (Unit Layanan Pengadaan) RIS.
Lalu, Sekretaris ULP DSI, anggota Pokja ULP DW, dua anggota Tim Proyek MEY, dan HS.
Ketujuh pejabat Perumda Tirtanadi menjalani pemeriksaan di Unit Tindak Pidana Khusus (Tipidsus) Sat Reskrim Polrestabes Medan, Selasa (15/8/23).
Hal itu dibenarkan Kasat Reskrim Polrestabes Medan, Kompol Teuku Fathir Mustafa.
“Ya benar, masih dalam penyelidikan untuk diklarikasi. Kasusnya akan terus kita dalami,” kata Fathir Selasa (15/8/23) .
Sebelum dibatalkannya pemenang tender proyek, awalnya dilakukan proses tender.
Proses tender dimulai berdasarkan dokumen pemilihan nomor : 13/Tender-Perumda/V/2023 tertanggal 3 Mei 2023 tentang Pengadaan Pekerjaan Konstruksi Pembangunan IPA Mini Pancurbatu 40 liter/detik.
Pengumuman hasil Tender diterbitkan Unit Layanan Pengadaan (ULP) Perumda Tirtanadi pada Rabu (14/6/2023).
Maka PT Putri Dimer Bungas diumumkan sebagai pemenang tender berdasarkan penetapan pemenang tender yang disetujui Direktur Utama selaku Pengguna Anggaran (PA) Perumda Tirtanadi.
Lalu pada Senin (10/7/2023), QL ST.MT selaku PPK menerbitkan SPPBJ dengan Nomor : SPPBJ – 01/PRY/2023, yang menyatakan bahwa PT. Putri Dimer Bungas ditunjuk sebagai pelaksana pekerjaan konstruksi.
Selanjutnya, PT Putri Dimer Bungas diharuskan menyerahkan jaminan pelaksanaan dan menandatangani surat perjanjian paling lambat 14 hari kerja setelah SPPBJ ini terbit.
Setelah itu, pihak PT Putri Dimer Bungas telah memberikan dan menyerahkan jaminan pelaksanaan pada Senin (17/7/2023) dengan nilai Jaminan pelaksanaan sebesar 5% (lima persen) dari nilai Harga Penawaran terkoreksi Rp 12.107.978.411,00 yaitu sejumlah Rp. 605.398.920,55.
Namun setelah itu, Perumda Tirtanadi Sumatera Utara, tiba-tiba mengeluarkan surat pengumuman Tender Gagal dengan nomor 01/PG/Tender/Perumda/VII/2023 yang dibuat pada tanggal 26 Juli 2023.
Akibat pembatalan pemenang tender proyek tersebut, pihak PT Putri Dimer Bungas menempuh jalur hukum dengan membuat laporan pengaduan ke Sat Reskrim Polrestabes Medan.
Selain itu, pihak PT Putri Dimer Bungas menduga pembatalan pemenang tender karena fee yang diberikan kepada Dirut Perumda Tirtanadi tidak sesuai. (mp)
