Deli Serdang, INVOCAVIT.COM: Pada tahun 2025 ini, Kabupaten Deliserdang berhasil mempertahankan predikat sebagai kabupaten dengan tingkat kemiskinan terendah di Provinsi Sumatera Utara, yakni 3,11 persen dari total penduduknya. Angka ini jauh di bawah rata-rata kabupaten dan kota lain di Sumatera Utara.

Hal ini disampaikan Ridho Juandra sebagai pembicara dalam kegiatan Edukasi Statistik Untuk Media Massa, Selasa (25/11/2025).

Sedangkan angka kemiskinan penduduk di provinsi Sumatera sebesar 7,6 persen, yang setara dengan sekitar 1,14 juta jiwa miskin pada Maret 2025.

Data BPS Sumatera Utara menunjukkan tren penurunan signifikan sepanjang 2024-2025, dengan tingkat kemiskinan provinsi turun dari 7,99 persen (Maret 2024) menjadi 7,19 persen (September 2024), atau penurunan 0,80 poin persentase—capaian tertinggi di Indonesia untuk periode tersebut.

GK di Sumatera Utara pada September 2024 tercatat Rp648.336 per kapita per bulan, dengan komposisi makanan 76,46 persen (Rp495.730) dan non-makanan 23,54 persen (Rp152.606).

Validasi dari berbagai sumber memperkuat klaim ini. Laporan BPS nasional Juli 2025 mencatat penurunan kemiskinan nasional menjadi 8,47 persen (23,85 juta jiwa), terendah dalam dua dekade, didorong oleh pertumbuhan ekonomi, pengendalian inflasi, dan peningkatan tenaga kerja di sektor pertanian serta perdagangan.

DEFINISI KEMISKINAN

Kemiskinan tetap menjadi isu sentral dalam pembangunan berkelanjutan Indonesia, di mana kondisi ini didefinisikan sebagai ketidakmampuan seseorang atau kelompok masyarakat untuk memenuhi hak-hak dasar guna mempertahankan dan mengembangkan kehidupan yang bermartabat.

Hak-hak dasar tersebut mencakup kebutuhan pangan, kesehatan, pendidikan, pekerjaan layak, perumahan, akses air bersih, pertanahan, sumber daya alam, lingkungan hidup yang sehat, rasa aman dari ancaman kekerasan, serta hak berpartisipasi dalam kehidupan sosial-politik.

Di tingkat konseptual, kemiskinan dapat dibedakan menjadi dua kategori utama: kemiskinan relatif dan absolut. Kemiskinan relatif bersifat subjektif, di mana standar penilaian kehidupan ditentukan oleh masyarakat setempat dengan pendekatan lokal, dan sangat dipengaruhi oleh distribusi pendapatan atau pengeluaran penduduk.

Sementara itu, kemiskinan absolut menggunakan standar minimum kebutuhan hidup yang mutlak, yang diwujudkan dalam bentuk Garis Kemiskinan (GK). Kategori ini lebih objektif dan berfokus pada ketidakmampuan ekonomi untuk memenuhi kebutuhan dasar makanan dan non-makanan, diukur melalui pengeluaran atau konsumsi harian.

Dalam mengukur kemiskinan, Badan Pusat Statistik (BPS) Indonesia, termasuk BPS Kabupaten Deliserdang, menerapkan pendekatan kebutuhan dasar (basic needs approach).

Menurut BPS, penduduk dikategorikan miskin jika rata-rata pengeluaran konsumsi per kapita per bulan berada di bawah GK. Metode ini memudahkan analisis berdasarkan data pengeluaran sehari-hari, yang bersumber utama dari Survei Sosial Ekonomi Nasional (Susenas) Konsumsi dan Pengeluaran.

Masih menurut BPS, GK dihitung dengan metode Cost of Basic Needs (CBN), yang terdiri dari dua komponen utama: GK makanan dan GK non-makanan. GK makanan ditentukan berdasarkan pengeluaran minimum untuk mencapai asupan 2.100 kalori per orang per hari, menggunakan pola konsumsi 52 komoditas pangan utama dari 10 kelompok makanan (seperti beras, ikan, sayur, dan telur).

Komoditas ini dipilih dari 20 persen rumah tangga termiskin di survei sebelumnya, dengan harga diambil dari Indeks Harga Konsumen (IHK) BPS. Komponen non-makanan mencakup 51 komoditas esensial seperti perumahan, pendidikan, kesehatan, dan pakaian, yang menyumbang sekitar 23-25 persen dari total GK.

Secara nasional, GK pada Maret 2025 mencapai Rp609.160 per kapita per bulan, naik dari Rp562.932 pada periode yang sama tahun sebelumnya.

Penduduk miskin dihitung sebagai persentase dari total populasi yang pengeluaran per kapitanya di bawah GK, dengan indeks tambahan seperti Indeks Kedalaman Kemiskinan (P1) untuk mengukur kesenjangan rata-rata dan Indeks Keparahan Kemiskinan (P2) untuk distribusi kesenjangan. (kcu)
