INVOCAVIT.COM, MEDAN – Meski telah dibatalkan Mahkamah Konstitusi (MK), skema power wheeling dalam kebutuhan listrik di Tanah Air tetap berupaya diwujudkan. Itu tampak dari tarik ulur DPR dengan pemerintah.
Temuan itulah yang melatari pengurus Serikat Pekerja PLN (Perusahaan Listrik Negara) menggelar seminar di Medan, Senin (6/3/2023) lalu. Seminar menggugat faedah power wheeling bagi rakyat itu diisi pembicara ternama plus dipandu Kepala Prodi (Program Studi) Ekonomi Pembangunan UNPAD (Universitas Padjajaran), Dr. E Bakhtiar Effendi.
Dibuka Ketua DPD Serikat Pekerja PT PLN (Persero) Unit Induk Sumut, Akhmad Husein, ST., acara itu diramaikan massa Serikat Pekerja PLN, akademisi, mahasiswa, ASN, serta TNI dan Polri.
Power wheeling merupakan skema pemanfaatan bersama jaringan listrik antara PLN dan pembangkit swasta IPP (Independent Power Producers). Skema ini dianggap mampu memudahkan transfer energi listrik dari sumber Energi Baru dan Energi Terbarukan (EB-ET) atau pembangkit non PLN ke fasilitas operasi perusahaan melalui jaringan transmisi milik PLN.
“Namun yang menjadi pertanyaan adalah niat swastanisasi energi listrik dari hulu ke hilir. Skema ini menjadi sorotan public karena ada sisi positif dan negatif menyangkut kepentingan masyarakat luas,” kata Bakhtiar, moderator seminar.
Power wheeling diketahui bukan hanya membolehkan IPP membangun pembangkit listrik, tetapi juga menjualnya kepada pelanggan kelas rumah tangga dan industri. Skema power wheeling sebelumnya dibahas dalam Rancangan Undang-undang (RUU) EB-ET, kini masih di tingkat panitia kerja (panja) Komisi VII DPR.
Skema itu sejatinya sudah dicabut dari Daftar Inventarisasi Masalah (DIM) RUU EB-ET. Lewat Keputusan Nomor 111/PUU-XIII/2015, MK juga telah membatalkan skema berpola unbundling alias bisnis ‘pecah belah’ itu. Unbundling dalam kelistrikan dinyatakan tidak sesuai dengan UUD 1945. Menghilangkan pasal unbundling, UU soal itu kemudian diganti dengan UU Nomor 30 Tahun 2009.
Dalam seminar, Serikat Pekerja PT PLN (Persero) tegas menolak power wheeling. Pasalnya, skema itu jika diberlakukan akan membebani ekonomi rakyat. “Kami akan mengawal apa yang sudah disampaikan pemerintah, yakni membatalkan power wheeling, seperti pembahasan di Senayan,” ujar Ketua Umum DPP Serikat Pekerja PLN, M Abrar Ali.
Dia mengaku sudah berkomunikasi dengan Komisi VII DPR dan Fraksi PDIP, bahkan merencanakan audiensi dengan Ketua DPR Puan Maharani menyusul draf skema power wheeling diisukan masuk lagi dalam pembahasan RUU EB-ET.
Pengamat politik ekonomi, Ichsanuddin Noorsy, turut hadir dalam seminar. Secara umum, Noorsy menyebut skema power wheeling akan menghemat biaya operasional. Namun harga listrik akan naik dan itu membebani rakyat.
“Ini menyangkut hajat orang banyak. Jangan sampai power wheeling menjadi ajang neo imperalism yang dikemas secara baik dan elegan namun kenyataannya menjadi beban untuk rakyat,” kata Noorsy. Karena itu, imbuhnya, rakyat harus menolaknya.
Karena temuan Pemerintah – DPR masih tarik menarik kepentingan, seminar menyimpulkan publik harus mengawal RUU EB-ET, terutama soal power wheeling. “Keputusan MK saja bisa ditikung, apalagi hanya UU biasa. Jangan sampai listrik sebagai hajat orang banyak dikuasai asing,” tandas Bakhtiar.***
