Pjs Bupati dan DPRD Toba Teken Persetujuan Bersama RAPBD 2025.(ist).
TOBA, INVOCAVIT.COM – DPRD Kabupaten Toba bersama Penjabat (Pjs) Bupati Toba, Dr. Agustinus Panjaitan, resmi menandatangani persetujuan bersama terkait Rancangan Anggaran Pendapatan dan Belanja Daerah (RAPBD) Tahun Anggaran 2025 serta Rancangan Peraturan Daerah (Ranperda) tentang Gedung dan Bangunan. Penandatanganan ini dilakukan dalam rapat paripurna di Gedung DPRD Toba, Kamis (21/11).
Dr. Agustinus mengapresiasi DPRD Toba atas kerjasama yang solid dalam merumuskan kebijakan strategis untuk pembangunan Kabupaten Toba. Ia menekankan, RAPBD 2025 akan diarahkan untuk meningkatkan kualitas sumber daya manusia, pemerataan infrastruktur, serta penguatan tata kelola pemerintahan. “Kita prioritaskan anggaran untuk sektor-sektor yang berdampak langsung pada masyarakat, dengan tetap mempertimbangkan kemampuan keuangan daerah,” ujarnya.
Agustinus menekenkan pentingnya dukungan semua pihak dalam memastikan pelaksanaan kebijakan tersebut berjalan sesuai rencana. “Kami sangat menghargai dukungan dari DPRD dan masyarakat dalam proses pembahasan ini. Keputusan yang kita buat hari ini bertujuan membawa manfaat besar bagi Kabupaten Toba,” tuturnya.
Sebelum penetapan, sebanyak enam fraksi DPRD Toba masing-masing menyampaikan pendapat akhir mereka terkait Ranperda APBD 2025 dan Ranperda Gedung Bangunan. Masing-masing fraksi menyatakan persetujuan terhadap kedua ranperda tersebut, dengan catatan agar Pemkab Toba segera menerbitkan Peraturan Bupati (Perbup) sebagai pedoman teknis. Fraksi-fraksi tersebut meliputi PKB, NasDem, Golkar Nurani Rakyat, PDIP & PKPI, Demokrat, dan Perindo.
Dalam pembahasan, Fraksi PKB melalui juru bicaranya, Sabarudin Tambunan, menyampaikan bahwa proyeksi APBD Kabupaten Toba Tahun Anggaran 2025 terdiri dari pendapatan daerah sebesar Rp1,274 triliun, belanja sebesar Rp1,329 triliun, dan pembiayaan sebesar Rp55 miliar. “Dengan defisit yang ada, pemerintah harus memastikan efisiensi anggaran sekaligus mengalokasikan dana secara prioritas untuk sektor strategis,” tegasnya.
Sabarudin Tambunan mengingatkan pentingnya efisiensi belanja dan fokus pada sektor strategis seperti infrastruktur, pendidikan, dan pengentasan kemiskinan. Fraksi NasDem yang diwakili Boy Simangunsong menekankan perlunya inovasi untuk meningkatkan Pendapatan Asli Daerah (PAD) tanpa membebani masyarakat, sementara Fraksi Golkar Nurani Rakyat meminta agar setiap proyek dianalisis secara mendalam untuk memastikan dampaknya pada kesejahteraan masyarakat.
Fraksi Perindo, melalui Binsar Gultom, meminta agar regulasi baru disosialisasikan secara luas, sedangkan Fraksi PDIP dan PKPI menyoroti pentingnya harmonisasi antara Perda dan Perbup untuk keberhasilan implementasi.
Pada akhir rapat, seluruh fraksi memberikan apresiasi kepada Penjabat Bupati Toba atas upaya kolaboratif selama pembahasan. “Kami berharap Kabupaten Toba semakin maju dalam pembangunan dan pelayanan publik,” ujar Boy Simangunsong.
Menutup sambutannya, Dr. Agustinus menyampaikan permohonan maaf jika terdapat kekurangan selama masa jabatannya sebagai Pjs Bupati, yang akan berakhir keesokan hari. “Keputusan yang kita buat hari ini menjadi berkat bagi masyarakat Toba dan membawa kabupaten ini semakin maju. Saya berterima kasih atas kerjasama yang terjalin selama ini,” pungkasnya.
