MEDAN, INVOCAVIT.COM – Rancangan Anggaran Pendapatan dan Belanja Daerah (R.APBD) Kota Medan TA 2025 disahkan menjadi Perda Kota Medan. Berdasarkan kerangka anggaran yang disepakati, Pemko Medan bersama DPRD Medan memproyeksikan pendapatan daerah di tahun 2025 sebesar Rp. 7,44 Triliun lebih.
Hal tersebut diungkapkan Wali Kota Medan Bobby Nasution dalam rapat Paripurna DPRD Medan yang berlangsung di Gedung DPRD Medan, Selasa (10/9).
Dalam rapat yang dipimpin oleh Ketua DPRD Medan Hasyim dan dihadiri oleh para Wakil Ketua dan anggota Dewan, Pj. Sekda Kota Medan Topan Obaja Putra Ginting, Pimpinan Perangkat Daerah serta para Camat, Bobby Nasution menjelaskan komposisi kerangka pendapatan daerah tahun 2025 bersumber dari PAD sebesar Rp. 4,10 Triliun lebih atau 55,10% dari total pendapatan daerah.
Sedangkan pendapatan daerah yang bersumber dari dana transfer, disepakati sebesar Rp. 3,23 Triliun lebih atau 43,47%, dan dari lain-lain pendapatan daerah yang sah sebesar Rp. 106,46 Miliyar lebih.
Selanjutnya jelas Bobby Nasution, untuk menutupi devisit anggaran disepakati juga pembiayaan penerimaan sebesar Rp. 70 Miliyar lebih.
Sementara itu dari sisi belanja daerah Bobby Nasution menyampaikan telah disepakati sebesar Rp. 7,41 Triliun lebih, yang terdiri dari belanja operasional sebesar Rp. 5,97 Triliun lebih atau 80,62% dari total proyeksi belanja daerah, dan juga alokasi untuk belanja modal sebesar Rp. 1,29 Triliun lebih atau 17,43% dari total belanja daerah.
“Dengan demikian, struktur APBD tahun 2025 dari sisi pendapatan daerah, menunjukkan komitmen seluruh stakeholder untuk dapat lebih mengoptimalkan sumber – sumber pendapatan daerah yang dimiliki, khususnya melalui intensifikasi PAD. Sebagaimana yang diharapkan bersama, dengan tidak menambah beban bagi masyarakat kota,”kata Bobby Nasution.
Dalam kesempatan itu, Bobby Nasution juga memberikan beberapa catatan pokok terkait dengan persetujuan terhadap R.APBD Kota Medan TA 2025 yang disahkan menjadi Perda Kota Medan.
Beberapa point yang disampaikan diantaranya kerangka regulasi dan anggaran yang ditetapkan, diyakini berorientasi kepada tuntutan, kebutuhan masyarakat secara luas, sebab proses perencanaan dan penganggaran yang diterapkan, adalah perencanaan dari bawah (bottom up planning).
Point berikutnya, APBD TA. 2025, memiliki sinkronisasi yang kuat dengan kerangka ekonomi makro dan pokok – pokok kebijakan fiskal Provinsi, dan Nasional, sehingga menjamin juga perpaduan dan integrasi program antara Kota Medan, Provinsi, dan Nasional.
Lalu, APBD TA 2025 juga akan memberikan keseimbangan, antara pertumbuhan ekonomi makro yang ingin dicapai dengan pemerataan pembangunan, sehingga dapat mewujudkan keadilan ekonomi dan keadilan sosial.
“APBD Kota Medan TA 2025 juga mencerminkan keberlanjutan dari keseluruhan tahapan pembangunan kota yang sudah dicapai sampai saat ini, sehingga memberikan keyakinan dapat mendorong kemajuan pembangunan dan peningkatan kesejahteraan masyarakat secara berkelanjutan, serta APBD TA 2025 juga akan menjadikan pembangunan kota sebagai barometer sekaligus lokomotif pembangunan di Sumatera Utara yang membawa daerah hinterland dan menciptakan kota – kota satelit baru yang maju dan terintegrasi dengan Kota Medan sebagaimana rencana induk Mebidangro,”jelas Bobby Nasution.
