MEDAN, INVOCAVIT. COM – Ombudsman Republik Indonesia Perwakilan Provinsi Sumatera Utara telah menerima informasi dan pengaduan penyelenggaraan pelayanan publik pada Tahun 2024 sejumlah 3.996 dari setiap akses penyampaian informasi dan laporan masyarakat ke Ombudsman RI Prov Sumut.
Ombudsman RI Perwakilan Provinsi Sumatera Utara memiliki ruang terbuka bagi masyarakat yang ingin menyampaikan informasi dan pengaduan pelayanan publik di Sumatera Utara yakni melalui surat, email, whatsaap, telepon, datang langsung, media sosial Ombudsman RI Prov Sumut, on the spot, dan SPAN LAPOR, ungkap James Marihot Panggabean selaku Pjs Kepala Perwakilan Ombudsman RI Prov. Sumut, kepada wartawan pada Senin (30/12/2024).
James Panggabean menjelaskan, dari 3.996 masyarakat yang telah mengakses layanan informasi dan pengaduan Ombudsman RI Perwakilan Provinsi Sumut pada Tahun 2024, dari jumlah tersebut, sebanyak 146 Laporan Masyarakat yang telah memenuhi syarat formil dan materil untuk ditindaklanjuti dengan meminta klarifikasi kepada Terlapor guna pendalaman pemeriksaan.
Masyarakat lebih tinggi menyampaikan informasi terkait kondisi penyelenggaraan pelayanan publik dibandingkan menyampaikan pengaduan yang harus melengkapi syarat formil dan materil. Atas hal itu, Ombudsman RI Perwakilan Sumut menerima 146 Laporan Masyarakat yang sudah memenuhi syarat dalam menyampaikan pengaduan.
James Panggabean menyatakan informasi yang sangat tinggi disampaikan oleh Masyarakat kepada Ombudsman RI Perwakilan Sumut melalui beberapa sarana informasi menunjukkan bahwa semakin tingginya pengetahuan masyarakat akan pentingnya kelembagaan Ombudsman RI dan kepedulian atas perbaikan pelayanan publik.
Sebagaimana tingginya informasi penyelenggaraan pelayanan publik yang diterima Ombudsman RI Perwakilan Sumut , hal itu sebagai informasi awal dari masyarakat kepada Ombudsman sebelum menyampaikan pengaduan. Sebagaimana amanat dalam Undang-Undang Nomor 37 Tahun 2008 tentang Ombudsman RI, bahwa bagi masyarakat yang merasa mengalami kerugian penyelenggaraan pelayanan publik diwajibkan terlebih dahulu untuk menyampaikan pengaduan di Instansi penyelenggara pelayanan publik dimaksud.
Dikemukakan James Panggabean, dari 146 Laporan Masyarakat yang masuk tahap pemeriksaan, telah menerbitkan Laporan Hasil Pemeriksaan ditemukan terjadinya Maladministrasi sejumlah 12 Laporan Masyarakat, salah satunya yakni Kasus Tidak Naik Kelasnya seorang murid di SMA Negeri 8 Medan. Sedangkan sisanya atau 134 Laporan Masyarakat dari 146 Laporan Masyarakat tersebut, masih ada yang sedang berproses pemeriksaan hingga saat ini dan ada yang sudah selesai sebelum Laporan Hasil Pemeriksaan diterbitkan dan diserahkan kepada Terlapor, ujarnya.
Sesuai amanat dalam Undang-Undang Nomor 37 Tahun 2008, Ombudsman RI bertugas bukan hanya menerima dan menindaklanjuti laporan masyarakat. Tapi melakukan pencegahan Maladministrasi penyelenggaraan pelayanan publik. Atas hal itu t, pada Tahun 2024 Ombudsman RI Perwakilan Provinsi Sumatera Utara telah melakukan serangkaian pencegahan Maladministrasi dengan bekerjasama dengan Kepala Daerah seperti Pengawasan Penyelenggaraan Pelayanan Publik di Pemerintahan Desa di Pemerintah Kabupaten Langkat dan Pemerintah Kabupaten Deli Serdang.
Hasil Pengawasan dimaksud disampaikan ke Pemerintah Daerah bersangkutan untuk melakukan perbaikan pemenuhan standar pelayanan publik dan tata Kelola administrasi pemerintahan desa agar adanya perbaikan yang lebih baik dan dapat dirasakan langsung oleh masyarakat, katanya. (kcu)
