Ke 91 calon PMI itu berasal dari 9 propinsi di Indonesia yakni, NTB, NTT, Jatim, Jambi, Sumut, Sulawesi Tenggara (Sultra), Sumbar dan Bengkulu.
“Mereka ditangkap saat menyeberang ke Malaysia dari perairan Asahan. Mereka diamankan, berikut satu orang nakhoda kapal dan tiga orang ABK, sehingga totalnya menjadi 95 orang,” ujar Ditpolairud Poldasu Kombes Toni didampingi Wadir Reskrimum AKBP Alamsyah Hasibuan, Kasubbid Penmas AKBP Herwansyah dan Kasubdit IV/Renakta Kompol Verian Gultom, Rabu (27/7).
Direktur Polair Polda Sumut Kombes Pol Toni Hariadi menyampaikan, sebelum penangkapan dilakukan, pihaknya terlebih dahulu mendapatkan informasi jika di Sungai Silo Asahan tengah ada pengiriman PMI secara ilegal, Selasa (26/7). Dari informasi itu, lanjutnya, pihaknya melakukan penyamaran sembari menyiapkan kapal operasi penangkapan.
“Setelah itu, sekitar pukul 22.00 WIB mereka dibawa ke Tanjungbalai kemudian dibawa ke Polda Sumut,” ungkapnya.
Lebih lanjut, Toni memaparkan, dari 91 PMI ilegal tersebut, 73 di antaranya pria dan 18 orang wanita. Mereka masing-masing berasal dari NTT, NTB, Sumut, Aceh, Sultra, Sumbar, Jatim, Jambi dan Bengkulu.
“Rencananya mereka akan dibawa ke kawasan Selangor di suatu pantai, masuknya sekitar jam tiga pagi. (pengiriman PMI ilegal) ini memang bukan yang pertama bahkan sudah ada yang lolos. Ini yang sangat kita sayangkan,” tandasnya.
Wakil Direktur Reskrimum Polda Sumut AKBP Alamsyah Hasibuan menyatakan, dalam kasus ini pihaknya menetapkan Pasal 81 Sub Pasal 83 UU RI No 18 tahun 2017 tentang perlindungan pekerja migrain Indonesia junto pasal 55 KUHP dan pasal 302 ayat 1 UU No 17 tahun 2008 tentang pelayaran kepada ABK dan nakhoda kapal.
“Modusnya adalah, ada beberapa agen merekrut kemudian menampung dan mengirim PMI ilegal yang tidak sesuai prosedur dan aturan yang berlaku,” jelasnya.
Padahal, katanya, saat ini Indonesia da Malaysia sedang moratorium (penutupan pengiriman tenaga kerja migran).
Namun, ujar dia, dari 91 PMI ilegal yang diamankan itu, terdapat 10 orang yang memiliki pasport.
Menjawab pertanyaan alasan calon PMI dari NTT, NTB, Jatim memilih berangkat dari Sumut secara ilegal ke Malaysia, AKBP Alamsyah Hasibuan mengatakan karena Tanjung Balai dan Asahan dekat dengan Malaysia.
“Alasan mereka karena jarak tempuh yang dekat dengan negara tujuan yaitu 4 jam sedangkan dari NTT dan NTB lama perjalanan naik kapal ke Malaysia sekitar 12 jam,” imbuhnya.
Sementara itu, nakhoda kapal, Mawan mengaku mendapatkan uang Rp14 juta untuk sekali trip keberangkatan. Sedangkan para PMI untuk berangkat dibebani tarif sekitar Rp3-5 juta.
“Uang Rp14 juta itu termasuk upah ketiga ABK. Ini sudah yang ketiga kalinya pengiriman saya lakukan,” pungkasnya.(jos).
