Kunjungan ini disambut hangat oleh Kriston Napitupulu,A.Md.IP.,SH. (Kepala Balai Pemasyarakatan Kelas 1 Medan) beserta jajaran Struktural dan Pegawai BAPAS Kelas I Medan.
Dalam kesempatan ini Maruli menekankan pentingnya optimalisasi peran Balai Pemasyarakatan (Bapas) Kelas I Medan dalam mempercepat proses integrasi sosial bagi narapidana yang akan kembali ke masyarakat.
“Bapas memiliki fungsi strategis sebagai penghubung dalam proses reintegrasi sosial. Karena itu, kapasitas sumber daya manusia dan sistem digitalnya harus diperkuat,” tegasnya
Maruli menilai, percepatan integrasi narapidana dapat dilakukan melalui penyajian laporan berbasis dashboard yang menampilkan data realisasi pembebasan bersyarat (PB) mulai dari jumlah usulan, berkas diterima, hingga yang masih tertunda.
Ia juga menegaskan pentingnya digitalisasi administrasi PB melalui pelatihan singkat bagi petugas Bapas mengenai penggunaan Sistem Database Pemasyarakatan (SDP). Menurutnya, sistem daring dapat membantu mempercepat proses verifikasi dan pemantauan dokumen tanpa harus bergantung pada proses manual.
Selain aspek digital, Maruli Siahaan menyoroti perlunya evaluasi terhadap beban kerja Pembimbing Kemasyarakatan (PK). “Jika beban kerja terlalu berat, harus ada redistribusi tugas atau penambahan personel agar pelaksanaan litmas (penelitian kemasyarakatan) dapat berjalan lebih optimal,” jelasnya.
Ia juga menekankan pentingnya transparansi proses pembebasan bersyarat, dengan menyediakan sarana informasi resmi di setiap lembaga pemasyarakatan seperti papan pengumuman atau buku informasi agar warga binaan dapat memantau sendiri perkembangan pengajuan PB mereka.
