INVOCAVIT.COM, MEDAN – PT Hutama Karya (Persero) selaku pengelola Badan Usaha Jalan Tol (BUJT), segera menyesuaikan tarif Jalan Tol Medan-Binjai.
Direktur Operasi III Hutama Karya, Koentjoro, kepada wartawan, Kamis (04/05/2023) menyampaikan bahwa penyesuaian tarif yang akan dilakukan merujuk pada UU Jalan Nomor 2 tahun 2022 tentang Perubahan Kedua atas UU Nomor 38 Tahun 2004 tentang Jalan.
Pada Pasal 48 ayat 3, menyebutkan bahwa penyesuaian tarif jalan tol dapat dilakukan setiap 2 tahun sekali berdasarkan pengaruh laju inflasi dan evaluasi terhadap pemenuhan Standar Pelayanan Minimal (SPM) Jalan Tol.
Sejak dioperasikan pada Oktober tahun 2017, belum pernah dilakukan penyesuaian tarif untuk tol Medan-Binjai. Seharusnya, kata Direktur Operasional III Koentjoro, sudah dilakukan pada tahun 2019 dan 2021.
“Pandemi Covid-19 dan adanya kenaikan harga BBM pada Oktober 2022 hingga 30 persen, membuat Hutama Karya melakukan penundaan penyesuaian tarif tol Medan-Binjai agar tidak memberatkan masyarakat,” ujar Direktur Operasional III Koentjoro.
“Dengan pertimbangan saat ini perekonomian telah pulih kembali, dimana inflasi di April 2023 ini lebih rendah dari Oktober tahun lalu (data dari website Bank Indonesia pada Oktober 2022 inflasi mencapai 5,71 persen, sedangkan pada April 2023 ini mengalami penurunan menjadi 4,33 persen, sehingga ini saat yang tepat untuk dilakukan penyesuaian tarif,” ujar Koentjoro.
Direktur Operasional III Koentjoro mengatakan Hutama Karya berkomitmen bahwa penyesuaian tarif pada ruas tol tersebut telah diikuti dengan pemenuhan dan peningkatan Standar Pelayanan Minimal (SPM) dengan terus melakukan pemeliharaan dan peningkatan pada layanan transaksi maupun operasional.
Dikatakan, saat ini tol Medan-Binjai telah dilengkapi oleh 26 gardu transaksi yang tersebar di 4 Gerbang Tol (GT) yakni GT Binjai, GT Semayang, GT Helvetia dan GT Marelan. Kemudian disiapkan 10 armada siaga yang terdiri dari ambulans, mobil rescue, mobil derek.
Selain itu, ada layanan jalan tol dan Patroli Jalan Raya (PJR), 55 CCTV dengan dua arah mata kamera yang dimonitoring selama 24 jam di control room, 5 Variable Message Sign (VMS) serta melakukan pemeliharaan jalan tol dan beautifikasi secara rutin.
“Penyesuaian tarif ini juga akan berdampak pada keberlanjutan jalan tol, dengan meningkatkan level of trust investor terhadap jalan tol yang dikelola dan menciptakan iklim investasi jalan tol yang kondusif,” tutup Direktur Operasional III Koentjoro.
Pengamat kebijakan publik, Agus Pambagio dalam FGD Virtual Terbatas Sosialisasi Penyesuaian Tarif Tol Medan-Binjai pada Rabu (03/05/2023) yang diselenggarakan secara virtual, menyampaikan bahwa penyesuaian tarif ini memang sudah seharusnya dilakukan mengingat tol Medan-Binjai sejak awal beroperasi, belum pernah dilakukan penyesuaian tarif dan pelayanan tol ini telah memenuhi SPM.
“Secara regulasi tidak ada masalah karena memang sesuai regulasi sudah saatnya dilakukan penyesuaian tarif dan untuk penundaan juga sudah dilakukan selama 2-3 kali, penyesuaian tarif juga merupakan perjanjian pemerintah dengan investor untuk menilai nilai keekonomian jalan tol tersebut,” ujar Agus Pambagio.
