Surat penolakan 5 Fraksi DPRD Humbahas. (ist)
INVOCAVIT.COM, HUMBAHAS- Kendati ditolak 5 fraksi, Bupati Humbang Hasundutan (Humbahas) Dosmar Banjarnahor tetap melantik Nipson Lumbangaol menjadi Sekretaris DPRD.
Pengusulan nama Nipson Lumbangaol merupakan rekomendasi dari Ketua DPRD Kabupaten Humbang Hasundutan, Ramses Lumbangaol.
Pelantikan itu dilakukan Bupati Humbahas pada Selasa (10/1/2023) lalu, berbarengan melantik 29 orang PNS, diantaranya 12 orang eselon II, 17 orang pejabat administrator, dan pengawas.
Diketahui, 5 Fraksi DPRD Kabupaten Humbahas ternyata sebelumnya sudah menyampaikan keberatan usulan pengangkatan Nipson Lumbangaol sebagai Sekretaris DPRD Humbang Hasundutan sebelumnya.
Rekomendasi itu berdasarkan surat Ketua DPRD Humbang Hasundutan bernomor 170/1712/DPRD/X/2022, tertanggal 7 Oktober 2022 diduga tidak sesuai aturan.
Surat keberatan itu terungkap melalui 5 Fraksi DPRD Kabupaten Humbang Hasundutan, ditujukan kepada Bupati yang ditandatangani masing-masing Ketua Fraksi tanggal 29 November 2022 ditembusan ke KASN.
Kelima Fraksi itu, yaitu Fraksi Golkar ditandatangani Bantu Tambunan, Fraksi Nasdem ditandatangani Marsono Simamora, Fraksi Hanura ditandatangani Sanggul R Manalu, Fraksi Gerindra-Demokrat ditandatangani Jimmy TH Purba, dan Fraksi Persatuan Solidaritas ditandatangani Guntur Sariaman Simamora.
Dalam isi suratnya, kelima Fraksi itu keberatan atas surat Ketua DPRD nomor 170/1712/DPRD/X/2022 tertanggal 7 Oktober 2022, perihal rekomendasi nama untuk diangkat menjadi Sekretaris DPRD Kabupaten Humbang Hasundutan.
Menurut mereka, rekomendasi pada Nipson Lumbangaol menjadi Sekretaris DPRD Kabupaten Humbang Hasundutan diduga tidak sesuai aturan, karena fraksi-fraksi yang ada di DPRD Humbahas tidak mengetahui proses terbitnya rekomendasi tersebut.
“Demikian kami sampaikan, untuk menjadi bahan pertimbangan saudara Bupati. Atas perhatiannya diucapkan terimakasih,” tulis surat tersebut.
Dikonfirmasi terpisah, Ketua Fraksi Nasdem Marsono Simamora juga membenarkan surat keberatan tersebut.
“Benar, sebelum dilantik oleh Bupati, kita sudah keberatan,” kata Marsono, Sabtu (14/1/2023).
Disinggung, kenapa tetap saja dilantik, sementara sudah ada surat keberatan tersebut, Marsono menegaskan akan mempertanyakan dan akan dirapatkan.
“Kita akan rapat kembali,” katanya.
Kata Marsono, pengangkatan Nipson Lumbangaol tidak sesuai prosedur atau aturan yang berlaku. Seharusnya, proses tersebut terlebih dahulu dari fraksi, baru ke pimpinan DPRD.
“Harusnya begitu, baru pimpinan DPRD mengeluarkan rekomendasi ke Bupati. Tapi ini tidak ada,” ujarnya.
“Tapi saya masih di Amerika, nanti kami rapatkan kembali soal ini,” pungkasnya.
Ketua Fraksi Gerindra-Demokrat Jimmy Togu Purba juga menyampaikan keheranannya. Ia menyebut akan melakukan rapat sesama Fraksi. “Nanti akan kami rapatkan kembali sesama fraksi,” imbuhnya.
Hal senada diutarakan Ketua Fraksi Persatuan Solidaritas Guntur Sariaman Simamora. Ia justru mengaku tidak tahu kenapa surat keberatan fraksi tidak direspon Bupati.
“Tanyakan kepada pemerintah, kenapa dia (Nipson) dilantik, padahal sudah ada surat keberatan kami,” tukasnya.
Hingga saat ini, sebut Guntur, surat kelima Fraksi tidak ada perubahan atau pun surat menyetujui bernama Nipson Lumbangaol menjadi Sekretaris DPRD Kabupaten Humbang Hasundutan.
