MEDAN, INVOCAVIT.COM: Beredar informasi permintaan fee 10 kepada para rekanan luncuran paket P.APBD 2024 yang akan dibayarkan Tahun 2025 di Dinas PUPR Propinsi Sumatera Utara.
Setelah ditelusuri informasi tersebut, sejumlah rekanan mengaku resah dan merasa keberatan. “Paket tahun 2024 yang akan dikerjakan tahun 2025 sudah diminta fee. Permintaan fee itu bervariasi mulai 10 persen tergantung volume pekerjaan,” kata seorang rekanan inisial RS kepada wartawan Selasa (18/11).
Rekanan itu tidak bersedia permintaan fee tersebut dari siapa berasal. Namun dari alur cerita yang disampaikan seolah menunjuk HS selalu Kepala Dinas PUPR Sumut, yang berkantor di Jalan Sakti Lubis Medan.
RS mengaku fee dalam setiap proyek sudah menjadi “tradisi” turun temurun diberbagai instansi pemerintah dan swasta. Namun, khusus di Dinas PUPR Sumut permintaan fee itu sudah terang-terangan bahkan sampai mematok nilai.
Permintaan fee itu tentu sangat berpengaruh dengan kwalitas bangunan. Karena selain fee untuk pejabat masih ada fee kepada pihak lain yang berurusan dengan proyek tersebut.
Dia mengatakan, pasca penangkapan Topan Ginting oleh KPK para rekanan berharap ada perubahan namun kenyataan justru semakin parah. Para rekanan di Dinas PUPR Sumut sangat berharap agar Gubernur Sumut Bobby Nasution turun tangan.
“Kami yakin pak Bobby tidak mengetahui soal permainan di Dinas PUPR Sumut. Bahkan kami yakin beliau tidak akan mentolerir pejabat yang berusaha merusak programnya. Karena itu kami berharap Gubsu turun tangan. Bersihkan oknum-oknum pejabat yang tidak mendukung program bapak,” kata RS lagi.

Menanggapi keluhan para rekanan itu, aktivis Pemantau Kinerja Aparatur Pemerintahan di Medan, Muhammad Abdi Siahaan mendesak Gubernur Sumut Muhammad Bobby Afif Nasution mencopot Kadis PUPR dan membersihkan antek-anteknya.
“Apa yang dikeluhkan para rekanan bilamana terjadi permintaan fee akan mempengaruhi kwalitas pekerjaan sangat tepat. Keresahan para rekanan itu harus segera dijawab pak Bobby,” ujar Muh Abdi Siahaan yang akrab disapa Wak Genk, Selasa (18/11).
Aktivis yang juga pimpinan salah satu LSM di Medan itu mengatakan sudah rahasia umum kalau permainan sangat kuat terjadi di Dinas PUPR Sumut.
Yang saya dapat informasi dari orang dalam, kata Wak Genk lagi, selain permintaan fee kepada rekanan, ada juga pungutan liar untuk menjadi Kepala UPT yang besarnya berpariasi tergantung daerahnya, besaran sampai ratusan juta rupiah.
Kemudian, kenaikan golongan ke eselon lalu penempatan jabatan. Ada pula untuk perpanjangan SK. Semua itu dibandrol dengan harga pantastis. “Namun yang herannya masih ada yang mau ngasih. Mungkin di Dinas PUPR bertabur uang sehingga dikejar orang masuk ke instansi yang menangani proyek pemerintah tersebut,” kata Wak Genk dengan nada heran.
“Pak Gubsu kita harapkan segera membersihkan praktek-praktek kotor di Dinas PUPR jika ingin sistim berjalan dengan baik,” katanya, menambahkan terindikasi sudah terstruktur, masif dan sistematis.
Wak Genk juga mengaku mendapat informasi soal tindakan oknum Kabid Perencanaan inisial HRH yang disebut-sebut berperan penting dalam setiap permainan di Dinas PUPR Sumut.
Dia mengatakan, dari informasi orang dalam kalau HRH pernah menjabat Kadis di Padang Lawas (Palas) namun dicopot karena diduga ada masalah menyusul terjadinya demo menuntut HRH dicopot.
Kemudian, HRH ditarik ke Dinas PUPR Sumut sebagai staf. Namun kemudian, Topan Ginting yang saat itu menjabat Kadis PUPR Sumut menjadinya “anak main”.
Belakangan, setelah Topan Ginting ditangkap KPK, penggantinya memberikan jabatan empuk menjadi Kabid Perencanaan, yang mana jabatan itu selalu bersinggungan dengan proyek-proyekan di Dinas PUPR Sumut. Kemudian, disebut-sebut menunjuk SP sebagai anak mainnya.
Beredar pula isu untuk menduduki jabatan staf eselon 4 dipatok harga Rp50 juta hingga Rp100 juta, semakin strategis jabatan yang diisi semakin tinggi harga yang diminta diluar dari setoran lainnya setelah menjabat.
Beda lagi harga untuk mengisi jabatan Kepala UPT di seluruh daerah Sumut, besaran dari 250 juta hingga Rp 500.
Kabid Perencanaan Dinas PUPR Propinsi Sumut HRH yang dikonfirmasi melalui aplikasi WhatsApp Apa (WA) terkait banyaknya pungli mulai dari kenaikan eselon, penunjukan Kepala UPT dan fee proyek, membantah.
