Medan, INVOCAVIT.COM : Rombongan Anggota Komisi XIII DPR RI yang dipimpin wakil Ketua Komisi XIII Rianto Subekti SE.MM melakukan kunjungan Kerja Spesifik ke Medan, Provinsi Sumatera Utara.
Kunjungan ini menggelar Rapat Dengar Pendapat (RDP) Tim Kunjungan Kerja Komisi XIII DPR RI dengan Pejabat Direktorat Jendral Imigrasi Kementerian Imipas (Imigrasi dan Pemasyarakatan) dan Kepala Kantor Direktorat Jenderal Imigrasi Sumatera Utara yang dihadiri Teodorus Simarmata,SH.,M.Hum beserta jajaran yang dilaksanakan di Kantor Wilayah Direktorat Jendral Imigrasi Sumatera Utara Jl. Putri Hijau, Kota Medan, Sumatera Utara, Kamis (28/8).
Dalam kesempatan itu, anggota Komisi XIII DPR RI Kombes. Pol. (Purn). Dr. Maruli Siahaan, SH., MH menyinggung soal kasus tragis yang menimpa Nazwa di Sumatera Utara awal tahun, yang menggambarkan bahwa perlindungan Pekerja Migran Indonesia (PMI) masih menyisakan celah yang serius.
Politikus Partai Golkar Dapil Sumut I itu menilai terjadinya tragedi Nazwa mengindikasikan jalur penempatan ilegal, praktik BLK/LPK nakal, hingga lemahnya pengawasan di pintu imigrasi sehingga membuat PMI, khususnya perempuan dan anak muda rawan jatuh dalam jerat Tindak Pidana Perdagangan Orang (TPPO).
“Fakta di lapangan menunjukkan bahwa Badan Latihan Kerja (BLK) dan Lembaga Pelatihan Kerja (LPK) tidak semuanya berjalan sesuai aturan. Masih ada oknum yang mengiming-imingi masyarakat dengan janji bekerja di luar negeri tanpa memastikan legalitas dokumen dan kontrak kerja,”.
Calon pekerja akhirnya diberangkatkan dengan paspor wisata atau dokumen yang tidak sesuai, yang pada akhirnya menjerumuskan mereka menjadi pekerja ilegal di negara tujuan.
Di titik inilah, jelas Maruli, Imigrasi memegang peranan strategis. Sebagai gerbang keluar masuk negara, Imigrasi seharusnya menjadi benteng terakhir yang memverifikasi keabsahan dokumen perjalanan calon PMI.
Imigrasi dalam hal ini wajib melakukan wawancara keberangkatan, pemeriksaan biometrik hingga profiling penumpang, yang seharusnya dimanfaatkan untuk mendeteksi adanya kejanggalan.
Namun sayangnya, sejumlah kasus menunjukkan bahwa ada yang masih lolos, entah karena kelengahan atau minim koordinasi antar instansi. Oleh karena itu, kunci pencegahan bukan hanya di pintu keberangkatan, tetapi sejak proses rekrutmen di daerah.
Agar tidak terjadi kasus demikian, Maruli menekankan agar pemerintah daerah mengawasi secara ketat BLK, BP2MI, hingga Kementerian Ketenagakerjaan. “Setiap calon PMI wajib terdata dalam sistem resmi, dan data itu harus dapat diakses oleh pihak Imigrasi saat proses pemeriksaan,” tegasnya lagi.
Lebih jauh, anggota Komisi XIII DPR RI Partai Golkar itu mengatakan koordinasi lintas lembaga mutlak dilakukan. Karena Maruli menilai, Imigrasi tidak bisa berdiri sendiri. BP2MI, Kepolisian, dan Pemda harus hadir di garda depan, termasuk dalam edukasi masyarakat sehingga warga mengetahui perbedaan jalur resmi dan jalur ilegal, serta risiko besar bila memilih jalan pintas.
“Jika kordinasi lintas lembaga berjalan dengan bagus serta sosialisasi ditingkatkan diyakini masyarakat tidak akan terperangkap dengan iming-imingi dan janji-janji yang akhirnya calon pekerja memilih jalur legal,” pungkasnya.
