MEDAN, INVOCAVIT.COM – Perwakilan mahasiswa Universitas Sumatera Utara (USU) mendatangi Gedung Biro Rektor USU, Selasa (8/5/2024) siang untuk mempertanyakan kenaikan Uang Kuliah Tunggal (UKT) yang diberlakukan untuk mahasiswa baru tahun ajaran 2024.
Penyampaian aspirasi yang berlangsung damai dan kondusif itu ditanggapi langsung oleh pimpinan rektorat universitas yang langsung mengajak para mahasiswa untuk berdialog terkait kenaikan UKT.
Rektor USU Prof. Muryanto Amin, S.Sos., M.Si., melalui Wakil Rektor I Dr. Edy Ikhsan, M.A., didampingi Wakil Rektor II Dr. Arifin Nasution, S.Sos., M.Si., dan Wakil Rektor V Dr. Ir. Luhut Sihombing, M.P., serta para dekan, dalam dialognya dengan para mahasiswa menjelaskan bahwa penyesuaian UKT dilakukan sesuai dengan Peraturan Menteri Pendidikan, Kebudayaan, Riset dan Teknologi (Permendikbudristek) No. 2 Tahun 2024.
“Jadi di dalam aturan tersebut diatur besaran angka Beban Kuliah Tunggal (BKT) atau Besaran Standar Satuan Biaya Operasional Pendidikan Tinggi Negeri. Melalui Permendikbudristek, pemerintah mengatur nilai UKT PTN agar memiliki acuan dan standar yang jelas. Bukan hanya USU, setiap perguruan tinggi negeri diminta agar menyusun dan menyesuaikan besaran nilai UKT sesuai BKT yang telah direkomendasikan pemerintah,” ujarnya.
Atas besaran BKT dari pemerintah itulah, USU kemudian melakukan penyesuaian yang kemudian dikonsultasikan ke kementerian. Kemudian kementerian memverifikasi pengajuan rancangan tersebut dan kemudian menyetujuinya.
Perlu dicatat, katanya, dari 30 program studi (prodi) yang ada di USU, ada empat prodi yang nilai BKT-nya turun dari yang diusulkan, sementara tiga prodi mengalami penurunan usulan nilai UKT tertinggi.
“Penyesuaian tarif kelompok UKT yang diberlakukan oleh USU sudah mencerminkan keberpihakan pada ekonomi mahasiswa. Hal ini dilihat dari jumlah mahasiswa yang mendapat UKT 1 dan 2 yang besaran uang kuliahnya hanya Rp 500 ribu dan Rp 1 juta persemester. Begitu juga dengan jumlah mahasiswa penerima UKT 3,4 dan 5 yang uang kuliahnya sama dengan rata-rata besaran UKT KIP-K (beasiswa pemerintah),” ujar Edy Ikhsan.
Perlu diketahui juga, imbuh Edy Ikhsan, tidak ada kuota khusus untuk mahasiswa penerima UKT 1 sampai dengan 5, artinya tidak ada pembatasan. Besaran UKT murni didasarkan pada profil ekonomi keluarga atau wali yang membiayai mahasiswa.
“Berdasarkan hal tersebut, maka sistem UKT USU jauh dari komersialisasi dan sifatnya berkeadilan karena tersedia besaran nilai bawah UKT dengan tata cara pengelompokkan UKT yang tidak berubah serta tanpa kuota maksimal untuk UKT 1 sampai 5,” katanya.
“Sementara UKT 6,7 dan khususnya 8 mengalami kenaikan dan mahasiswa baru yang lulusan SNBP 2024, hanya berjumlah 12,08 persen yang mendapatkan UKT penuh (UKT 8). Penetapan UKT tersebut dilakukan setelah melihat latar belakang ekonomi keluarganya dan dilakukan dengan verifikasi berjenjang serta partisipatif,” imbuhnya.
Alasan pemerintah menyesuaikan BKT yang menjadi dasar penyesuaian UKT sendiri didasarkan karena saat ini USU mengalami kemajuan yang signifikan. Hal ini dilihat dari pengembangan kurikulum dan akreditasi program studi di USU rata-rata meraih nilai A, kini hanya 15 program studi yang masih terakreditasi B.
“Tiga tahun terakhir, reputasi USU di level internasional juga naik signifikan dan USU akan terus berkomitmen untuk terus melakukan perbaikan fasilitas ruang belajar, laboratorium dengan semangat transformation towards the ultimate,” ujar Edy Ikhsan.
Ia menambahkan, Rektor USU Prof. Muryanto Amin juga telah menandatangani dan mengeluarkan Peraturan Rektor (Pertor) terkait dengan perubahan UKT bagi mahasiswa yang merasa keberatan atau ingin banding terkait besaran UKT-nya yang dirasa memberatkan.
Melalui peraturan itu, USU membuka peluang bagi mahasiswa atau orangtua untuk berkonsultasi terkait perubahan UKT dan mengangsur atau menyicil UKT.
“USU juga menyediakan helpdesk di Unit Layanan Terpadu (ULT) lantai 1 Biro Rektor USU, agar mahasiswa atau orangtua dapat berkonsultasi terkait UKT. Helpdesk ini dibuka setiap hari dan dimaksudkan agar kebijakan UKT USU transparan dan semakin berkeadilan,” tutupnya.
Usai mendapat penjelasan lengkap dari pihak pimpinan Kampus USU, para mahasiswa pun kemudian membubarkan diri dengan tertib dan kondusif. Kendati demikian, pihak keamanan terus mengawal jalannya penyampaian aspirasi hingga selesai dan memastikan mahasiswa kembali ke tempatnya masing-masing. (Ki)
