INVOCAVIT.COM, MEDAN – Ketua Lembaga Kajian Pembangunan Sumatera Utara, Gunarto Azis, S.Ag meminta Gubernur Sumatera Utara, Edy Rahmayadi agar mencopot jabatan Safruddin sebagai Kepala Badan Kepegawaian Daerah (BKD) Provinsi Sumut, yang dinilai telah ceroboh dikarenakan ada tiga pejabat eselon yang sudah berstatus pensiun, dan sudah meninggal dunia, tapi ikut dalam daftar SK pelantikan pejabat eselon III dan IV.

 

Menurut Gunarto Azis, “kegaduhan” penempatan jabatan Aparatur Sipil Negara (ASN) atau pejabat eselon III dan IV Pemprov Sumatera Utara, pada Selasa (21/2/2023) lalu, merupakan kecerobohan Badan Kepegawaian Daerah (BKD) Provinsi Sumatera Utara.

 

“Perlu dilakukan pendalaman/kajian ataupun evaluasi oleh pihak terkait, dalam hal ini Gubernur Sumatera Utara, dan termasuk pihak Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Sumut dengan memanggil Kepala BKD,” kata Gunarto kepada awak media, Kamis (23/2/2023).

 

Gunarto Azis menegaskan, bahwa keputusan BKD Provinsi Sumut yang menempatkan orang yang sudah meninggal dunia dan pensiun, ini adalah bukti ketidak sesuaian dengan formasi yang ditentukan pada saat penerimaan, dan ini tentunya merupakan pelanggaran yang perlu didalami secara serius. “Untuk itu, perlu Gubernur Sumut Edy Rahmayadi mencopot Safruddin dari posisinya sebagai Kepala BKD,” pungkasnya.

 

Sebelumnya, Gubernur Sumatra Utara, Edy Rahmayadi melantik pejabat yang sudah meninggal dan pensiun pada pengambilan sumpah dan pelantikan 911 pejabat eselon III dan IV Pemprov Sumatera Utara, pada Selasa (21/2/2023) lalu.

 

Setelah pelantikan tersebut, ditemukan ada tiga orang pejabat eselon IV yang sudah berstatus pensiun, tapi ikut dalam daftar SK pelantikan. Bahkan, ironisnya lagi ada juga pejabat yang sudah meninggal dunia.

 

Dari penelusuran awak media, ketiga pejabat yang meninggal dan berstatus pensiun, masing-masing :

1. Pejabat Eselon IV yang sudah meninggal dunia, Edison Hutasoit, yang dilantik untuk jabatan Kepala Seksi Sumber Daya Air dan Cipta Karya UPTD Pekerjaan Umum dan Penataan Ruang Tarutung Dinas Pekerjaan Umum dan Penataan Ruang Provinsi Sumut.

2. Jenner yang sudah berstatus pensiun, yang juga ikut “dilantik” untuk jabatan Kepala Seksi Pengujian dan Distribusi UPTD Ternak Unggas dan Sapi Sihitang Dinas Perkebunan dan Peternakan Sumut, padahal Jenner sudah pensiun.

3. Makmur Napitupulu yang sudah berstatus pensiun. Makmur Napitupulu diundang untuk dilantik pada 21 Februari 2023. Padahal diketahui Makmur Napitupulu sudah pensiun per Desember 2022 dari Dinas Sosial Sumut.

 

Secara terpisah, Kepala Badan Kepegawaian Daerah (BKD) Provinsi Sumut, Safruddin membenarkan hal tersebut. Bahkan, Safruddin mengakui bahwa ada kesalahan dalam penginputan data.

 

“Betul, itu betul,” kata Safruddin, Kamis (23/2/2023).

 

Safruddin mengatakan, kesalahan ini lantaran nama yang bersangkutan sama, tetapi beda data. Namun saat ini, pihaknya tengah melakukan perbaikan data tersebut.

 

“Jadi ada kesalahan data. Belum ada update data bawa nama tersebut telah meninggal dunia di BKD. Karena aplikasi itu yang pengelolanya adalah BKN. Tapi memang ada peran pemegang data provinsi. Jadi hal ini memang suatu kelalaian kami dan segera diperbaiki,” ujarnya.***
