MEDAN, INVOCAVIT.COM – Laporan dugaan Mark up pengadaan alat berat darat di Dinas PUPR Pempropsu memulai babak baru. Penyidik Kejaksaan Tinggi Sumatera Utara melakukan pemeriksaan terhadap dua pejabat di instansi plat merah yang berada di Jl.STM Medan tersebut.
Kedua pejabat yang diperiksa yakni berinisial EM yang menjabat PPTK (Pejabat Pembuat Tekhnis Kerja) pada pengadaan alat berat darat TA 2022/2023 dan SMS selaku PPA (Pejabat Pengguna Anggaran) yang kini menjabat KA UPT Bagian Peralatan PUPR Propsu.
Pemeriksaan kedua pejabat PUPR tersebut berlangsung pekan lalu di lantai 2 Kejati Sumut.
Terkait pemeriksaan EM dan SMS, Kepala Seksi Penerangan Hukum (Kasie Penkum) Kejaksaan Tinggi Sumut, Andre Wanda Ginting SH.MH, Senin (9/12) membenarkan.
“Ya Benar bg, masih pengumpulan bahan data dan keterangan bg. Pulbaket,” ujar Andre Wanda Ginting, singkat.
Ditanya status hukum kedua pejabat dimaksud, juru bicara Kejatisu itu kembali mengatakan masih pengumpulan bahan data dan keterangan.
Diketahui, dugaan korupsi dengan modus Mark up harga barang dalam pengadaan alat berat darat TA 2022/2023 yang dananya bersumber dari APBD Pempropsu itu dilaporkan masyarakat ke Kejatisu melalui Pengaduan Masyarakat (Dumas) diterima oleh PTSP Kejatisu bernama Lisha tanggal 2 Oktober 2024. Dalam Dumas itu turut dilampirkan bukti-bukti dugaan Mark up dimaksud.
Dalam laporan pengadaan alat berat darat sebanyak 27 unit sebesar Rp.27,6 milyar.
Adapun alat berat darat tersebut meliputi, excavator, excavator mini, buldozer, excavator long am, Baby roller, compressor dan Jack. Kemudian, hand baby roller, backoe Loader dan trado.
Berikut rinciannya, belanja modal alat berat dasar 3 unit excavator yang dananya berasal dari APBD TA 2022 sebesar Rp.5.119.889.553.
Metode pemilihan dilakukan dengan E-Purchasing dengan pelaksanaan kontrak mulai Mei hingga Juni 2022.Dan pemanfaatan barang/jasa terhitung mulai Juli hingga Desember 2024, kode RUP. 36379611..
Masih dalam Tahun Anggaran 2023, belanja modal alat besar excavator long arm sebanyak 3 unit sebesar Rp. 4,5 Milyar.
Belanja modal alat besar darat berupa 2 unit buldozer spesifikasi 8 ton dengan pagu sebesar Rp.4,968 milyar. Dalam RUP Penyedia dengan kode 37518299. Pengadaan barang dilakukan dengan metode e Purchasing dengan pelaksanaan kontrak dilakukan mulai November sampai Desember 2022 dan pemanfaatan barang mulai Januari 2023 hingga berakhir Desember 2023 dengan Kode RUP 37518299.
Selanjutnya, pengadaan 2 unit excavator long arm, kode RUP 35818374 TA 2022 dalam jadwal pelaksanaan kontrak Mei 2022 sampai Juni 2022 dengan pemanfaatan barang/jasa mulai Juli 2022 hingga akhir Desember 2022, sebesar Rp.4.530.724.000.
Lalu, pengadaan 15 unit compressor dan jack hammer dengan pagu Rp.4,8 milyar, kode RUP 35818347 TA 2022 dengan jadwal pelaksanaan kontrak dilakukan Mei 2022 hingga akhir Juni 2022 dan pemanfaatan barang/jasa berlaku mjlai Juli 2022 hingga akhir Desember 2022.
Sementara, dengan Kode RUP Penyedia no 36371194 pengadaan baby roller 2-4 ton sebanyak 2 unit dengan pagu Rp.1.391.500.000, jadwal pelaksanaan kontrak dimulai Mei 2022 hingga akhir Juni 2022 dengan masa pemanfaatan barang/jasa mulai Juli 2022 hingga akhir Desember 2022.
Selanjutnya, TA 2023 pengadaan alat besar darat yakni belanja modal alat besar darat untuk 5 unit hand baby roller sebesar Rp 1.398.600.000. Dengan kode RUP 4135561.
Kemudian, pengadaan 1 unit bachoe Loader senilai Rp.1.300.000, dengan kode RUP 41345209. Dan pengadaan Trado (Self Loader) sebesar Rp.1.815.000.000 dengan kode RUP 41345626.
Berdasarkan Dumas yang disampaikan ke Kejatisu disebutkan, harga daripada jenis ataupun merk yang dibelanjakan oleh Dinas PUPR melalui sistim E- Purchasing tidak sesuai dengan pagu anggaran yang dituangkan dalam kontrak. Diduga terdapat selisih harga yang dibelanjakan dengan harga yang ada pada pagu anggaran.
Diduga alat berat dibeli dengan kondisi tidak baru namun harga disesuaikan dengan nilai barang yang baru.
Pengadaan alat besar darat pada PUPR Propinsi Sumut dilakukan oleh UPTD Bidang Peralatan workshop.
Selain melaporkan dugaan korupsi pengadaan barang berupa alat berat, juga pungutan liar (pungli) yang diduga dilakukan Kepala Unit Pelayanan Teknis Dinas (KUPTD) bidang peralatan dan workshop saat pendistribusian alat berat tersebut dan mobil untuk operasional ke UPT-UPT.***
