MEDAN, INVOCAVIT.COM – Pemerintah Provinsi Sumatera Utara (Pemprov Sumut) bersama konsorsium internasional mengadakan Lokakarya dan Pelatihan Inventarisasi Emisi melalui program UK PACT Future Cities. Acara yang berlangsung selama dua hari, 22-23 Januari 2025, di Le Polonia Hotel Medan, ini bertujuan mempercepat transisi menuju transportasi rendah karbon di kawasan Mebidang.
Kadishub Sumut, Dr. Agustinus Panjaitan, yang mewakili Pj Sekda Sumut, mengapresiasi dukungan Pemerintah Inggris melalui program ini. “Kerja sama dengan Kerajaan Inggris, melalui Konsorsium University of York dan mitra lainnya, sangat membantu kami membangun sistem transportasi rendah karbon yang berkelanjutan,” ujar Agustinus.
Acara ini diikuti oleh berbagai pihak, termasuk University of York, Stockholm Environment Institute (SEI), Pustral UGM, Clean Air Asia, dan UNEP. Peserta dilatih menggunakan Road Transport Decarbonisation Pathways Tools (RTDP Tools), sebuah alat untuk memodelkan strategi dekarbonisasi transportasi dan merancang kebijakan prioritas jangka pendek hingga menengah.
Perwakilan UK Pact, Gary Hag, menyoroti tantangan utama transportasi di Medan, seperti ketergantungan tinggi pada sepeda motor, kemacetan, polusi udara, serta minimnya infrastruktur untuk pejalan kaki dan pesepeda. “Orang sering menggunakan sepeda motor bahkan untuk jarak kurang dari 10 kilometer. Sementara itu, trotoar yang tidak aman dan angkutan umum yang belum dapat diandalkan menjadi hambatan besar, terutama bagi masyarakat marjinal,” jelasnya.
Gary menambahkan, UK Pact mendukung pembangunan infrastruktur inklusif, seperti jalur sepeda, trotoar aman, dan transportasi umum yang terintegrasi. “Kami ingin mendorong kebiasaan baru: berjalan kaki, bersepeda, dan menggunakan transportasi publik yang ramah lingkungan,” ujarnya.
Direktur Clean Air Asia, Ririn Radiawati Kusuma, memaparkan inisiatif lain, seperti uji coba tactical urbanism di Terminal Ikan Paus Binjai dan pelatihan keselamatan jalan bagi sopir bus. Selain itu, timnya telah mengembangkan alat penghitungan emisi karbon berbasis Excel yang dapat membantu pemerintah dalam menyusun kebijakan transportasi rendah karbon.
“Kami berharap alat ini dapat menjadi rekomendasi untuk pemerintah dalam merancang kebijakan jangka pendek dan panjang yang berdampak besar tetapi tetap efisien,” kata Ririn.
Acara ini juga mempresentasikan Prioritisation Framework, panduan untuk memetakan langkah strategis yang realistis dan berpotensi tinggi, sehingga kebijakan yang diterapkan dapat direplikasi di kota lain di Indonesia.
Program ini dijadwalkan selesai pada Maret 2025, dengan beberapa agenda lanjutan, termasuk pelatihan pembiayaan hijau dan mobilitas aktif pada Februari mendatang. “Kami berharap kolaborasi ini dapat terus berkembang untuk mempercepat transisi menuju transportasi berkelanjutan di Sumatera Utara,” pungkas Agustinus.***
