JAKARTA, INVOCAVIT.COM – Kortastipidkor Polri, Irjen Cahyono Wibowo mengungkap cara licik Kompol Ramli Sembiring eks PS Kasubdit Tipikor Ditreskrimsus Polda Sumut raup Rp 4,75 Miliar dari para kepala sekolah.

Kortastipidkor Polri, Irjen Cahyono Wibowo menyebut cara Komplo Ramli Sembiring meraup keuntungan Rp.4,7 milyar dari para kepala sekolah dengan membuat pengaduan fiktif  dibantu oleh Brigadir Bayu SP, disadur dari Tribun.com.

 

Kini modus operandi yang mereka gunakan pun terungkap. Brigadir Bayu SP merupakan kemanakan Kompol Ramli Sembiring.

 

Diungkapkan Irjen Cahyono Wibowo jika pemerasan ini berkaitan dengan Dana Alokasi Khusus (DAK) DInas Pendidikan Sumut pada Tahun 2024.

 

Modus yang digunakan adalah dengan meminta proyek pekerjaan DAK Fisik kepada Dinas Pendidikan serta kepala sekolah yang menerima anggaran tersebut.

 

Lalu, kata Cahyono, Brigadir BSP membuat aduan masyarakat (dumas) fiktif demi bisa mengumpulkan kepsek SMKN di Sumut dan meminta uangnya sendiri.

“Saudara BSP membuat Dumas (fiktif) terkait dugaan tindak pidana korupsi dana BOSP (Bantuan Operasional Satuan Pendidikan) yang seolah-olah dari masyarakat (LSM APP),” ujar Cahyono pada Kamis (20/3/2025).

 

Cahyono mengatakan undangan untuk mengumpulkan para kepsek itu dibuat oleh sosok berinisial NVL yang diperintahkan oleh Brigadir BSP.

 

Saat para kepsek datang, ternyata mereka tidak diperiksa terkait BOSP seperti Dumas (Pengaduan Masyarakat) yang disampaikan oleh Brigadir BSP.

Ternyata, mereka diminta untuk mengalihkan pekerjaan DAK fisik 2024 ke Kompol Ramli.

 

Cahyono mengungkapkan kepsek yang menolak harus menyerahkan fee sebesar 20 persen anggaran.

 

“Adapun fee yang sudah diserahkan oleh 12 Kepsek kepada saudara BSP dan tim kurang lebih sebesar Rp 4,75 miliar,” kata Cahyono.

 

Dari fee yang diterima dari 12 kepsek, Cahyono mengungkapkan Brigadir BSP menerima setidaknya sebesar Rp 437 juta. Sementara, Kompol Ramli memperoleh Rp 4,3 miliar.

 

Total uang yang diserahkan kepada saudara B dan R sebanyak Rp 4.757.759.000 dari 12 orang Kepsek SMKN yang bersumber dari anggaran DAK Fisik 2024,” jelas Cahyono.

 

Dalam penetapan tersangka, Cahyono mengatakan penyidik menyita uang sebesar Rp400 juta dari koper yang berada di mobil Kompol Ramli.

 

Penyitaan itu, sambungnya, dilakukan di sebuah bengkel.

 

Di sisi lain, Kabid Propam Polda Sumut, Kombes Bambang Tertianto mengatakan bahwa Kompol Ramli Sembiring  dan Brigadir Bayu SP telah menjalani sidang etik dan disanksi pemecatan atau Pemberhentian Tidak Dengan Hormat (PTDH).

 

 

Bambang mengatakan Kompol Ramli dan Brigadir Bayu SP tidak mengajukan banding terkait sanksi PTDH yang dijatuhkan.

 

“Tidak mengajukan banding,”kata Kombes Bambang Tertianto, Kamis (20/3/2025).

 

Bambang menerangkan, Kompol Ramli tidak mengajukan banding lantaran ia ditangkap berdekatan dengan masa pensiunnya sehingga, bandingnya tidak diproses.

 

“Karena batas pensiunnya dia kan beberapa hari setelah (diamankan) jadi tidak diproses bandingnya karena besoknya yang bersangkutan sudah terhitung batas waktu pensiun. Tidak pensiun,” tuturnya.

 

SIDANG PRAPID DITUNDA

 

Terkait kasus ini, Ramli Sembiring mengajukan gugatan praperadilan ke Pengadilan Negeri Medan.

 

Praperadilan itu terkait sah atau tidaknya penetapan tersangka atas kasus dugaan tindak pidana pemerasan.

 

“Ya, sidangnya ditunda ke hari Senin (24/3),” ujar Hakim Phillip Mark Soentpiet di Pengadilan Negeri Medan, Kamis (20/3/2025) dikutip dari Antara.

 

Dia mengatakan, sejatinya sidang praperadilan itu dijadwalkan pada Rabu (19/3).

 

 Namun, persidangan ditunda karena salah satu termohon belum menerima surat panggilan.

 

“Sidang ditunda, karena termohon II belum terima surat panggilan,” jelas dia.

 

Secara terpisah, Ramli Sembiring melalui kuasa hukumnya Irwansyah Nasution mengatakan gugatan praperadilan itu didaftarkan pada Kamis (13/3), dengan nomor perkara: 17/Pid.Pra/2025/PN Mdn.

 

Dalam gugatan itu, pihaknya selaku pemohon menggugat Pemerintah RI Cq Kapolri Cq Bareskrim Polri Cq Direktorat Tipikor Cq Direktur Tipikor selaku termohon I. Lalu, Kapolda Sumut Cq Direskrimsus Polda Sumut seaku termohon II.

 

“Permohonan praperadilan kita, beberapa di antaranya meminta agar sprindik dan penetapan tersangka yang dilakukan pihak kepolisian tidak sah,” jelas Irwansyah.***
